One change in 2026: S.B. 45 (2026, 'Kratom Adjustments', Laws of Utah 2026 ch. 480 per code history) limits sales to pure leaf kratom, raises the age to 21, restricts retail to tobacco specialty businesses with registration, and schedules 7-OH and mitragynine pseudoindoxyl. Out-of-state manufacture of non-pure-leaf products for export allowed until 2027-03-06.
